Broncos acquire Mark Sanchez from Eagles, but is he the starter?

The first step in replacing Peyton Manning and Brock Osweiler has come down for the Denver Broncos. It likely won't be the last.
John Elway has traded for Mark Sanchez from the Philadelphia Eagles for a conditional draft pick, per KUSA's Mike Klis, which is a good job by Eagles general manager Howie Roseman getting something for a player he likely was going to cut soon.
Does that mean the Broncos intend to make Sanchez, who has been beaten out by Sam Bradford and Co. in Philly, their starter? Signs point to no. The Broncos are acquiring a player with a backup quarterback's salary and who hasn't been considered starting-caliber in league circles for years.
No, "The Sanchize" likely isn't Elway's projected front man. That would be quite the drop in reputation, even if Manning roundly struggled last season. Elway pretty much confirmed Sanchez's role when he said "first step in the process" in a tweet:

Sanchez has experience — more than the only other QB on the Broncos' roster, Trevor Siemien, certainly — and can be an OK first step. The author of the "butt fumble" is an easy mark, but he's not yet 30 years old, has started 72 NFL games (plus six more in the postseason) and has a similar completion percentage to Andrew Luck with about the same number of career pass attempts.
Sanchez (4-6 in 10 starts in Philly) completed 257 of 400 passes for 3,034 yards, with 18 TDs and 15 interceptions with the Eagles.
So what is the next step? Broncos fans are still quite anxious to find out, via the draft, free agency, by trade or any other way possible. Anything to prevent the guy who became the whipping boy of New York Jets fans for years.
Sanchez did take the Jets to two AFC championship games, but that was a long time ago, and you'd have to think that Elway has plenty more up his sleeve.
