The Raptors are giving fans ugly playoff shirts (again), and nobody knows what the design is

The Toronto Raptors and ugly playoff shirts are officially a thing.
The tradition started last year with an illustration of an angry beaver. There was also a design with some other frightening-looking creature/demon/object. Now we have … uh … nobody seems to be quite sure exactly what we have.
The Raptors are giving away T-shirts to fans at the Air Canada Centre for Game 1 of their opening round playoff series against the Milwaukee Bucks, and the design is puzzling.
Nobody is quite sure what the shirts are supposed to represent, or even what exactly the logo is:

Okay, let’s think about this for a second. No, those probably aren’t noodles. They’re almost certainly not worms, nor are they DeMarre Carroll’s hair. The design is likely a hand holding the threads of a torn basketball net.
But still, this begs the question… why? Is there some sort of symbolism here that the average fan doesn’t understand? Does this have anything to do with Toronto or the Raptors? Or actual raptors, as in dinosaurs? Or something else?
Some fans on Twitter seem legitimately angry about the shirts, but many had fun with them. Hey, at least they’re not bland.
They’ll also create a cool pattern in the stands as the Raptors look to open up their 2017 playoff campaign with a win:
